The Clout Visa credit card was specifically issued to students and graduates who had little credit card history or none at all. The cards are no longer offered at present because of a change in bank management.
Clout Financial Services introduced the Clout Visa credit card. The Connecticut-based company assisted over 750,000 American high school and college students and graduates by providing financial products and services since 1999. Eventually, WebBank took over Clout Financial Services and it started issuing the card. Later on, MBNA replaced WebBank. Clout Financial was totally driven out of the picture when MBNA acquired Bank of America.
By then, Clout cardholders were issued a Bank of America credit card, except for those who did not meet the bank’s credit standards. The latter continued receiving monthly balance statements for their Clout Visa cards.
The Clout Visa credit card was highly popular because it gave clients with low credit scores a USD600 credit line, which could go up if the bearer has good payment records. The card had interest rates starting 18% and no annual fee. However, its cash advance fee was higher compared to other credit cards.
The Clout Visa credit card received positive reception during its day, mostly for its benefits and satisfactory customer services. Clout Financial even issued mini-size Clout cards in 2004, which its young market apparently found appealing.
Bank of America is now calling on former Clout cardholders, who did not get letters of notification about the new management. Customer service representatives are ready to assist such consumers to settle their outstanding balances.

Once popular among young consumers, CLOUT VISA was a credit card that can be relied on 100% for its attractive features that included low credit score requirements and increasing credit line over time of use and if one maintained a healthy account balance. Another good thing was that clients did not have to pay for annual credit fees despite of the high initial payment upon enrollment. Compared to other credit cards, CLOUT VISA charges 18 percent for cardholders with poor credit histories. However, the APR (annual percentage rate) for cardholders with good credit standing is lower.
